An Industrial-Looking Unit Is Not Automatically an Auto-Repair Site
The address matters before the floor plan. Automotive uses can have use-specific rules that a normal warehouse, retail or service unit never had to satisfy.

If permitted use and property conditions are the first uncertainty, start with Zoning Review. If the existing building occupancy/use is materially different from the proposed automotive operation, the Change of Use Permit route may need to lead the building-code decision.
A Repair Bay Changes More Than the Floor Plan
The permit scope should reflect the equipment and work actually planned for the shop.
Vehicle lifts, spray booths, exhaust, drains, interceptors, compressors, heaters, make-up air, and electrical loads may all affect the design. These requirements should be identified early so the layout and building systems can be coordinated before installation.
Existing slab conditions, drainage, ventilation capacity, and available electrical service may also need to be reviewed before the final permit drawings are completed.
Ventilation and spray-painting requirements should be identified before the mechanical scope is treated as complete. Toronto’s Public Garage rules require adequate ventilation where vehicle engines operate indoors, and the City’s current Public Garage licence requirements call for a Ministry of Environment certificate where the establishment includes a spray booth. These operating requirements should be coordinated with the building, mechanical and equipment design rather than addressed only after construction.
The Building Permit, Public Garage Licence and Dealer Registration Are Different Decisions
The physical fit-out and the right to operate the business are related, but one approval does not replace the others.

Taking Over an Auto Shop and Converting a New Unit Should Not Start With the Same Checklist

In both cases, old approvals are evidence. They are not permission to expand from mechanical service into bodywork, spray painting, vehicle sales or other activities that were never part of the approved operation.
What to Send for an Auto Shop Property & Permit Review
The first review should establish the exact automotive use, whether the property can support it and which building, equipment and operating requirements need to be coordinated before permit drawings begin.
- Address and current approved use: Send the property address, unit number and any zoning, permit, landlord or licence information showing how the premises is currently approved.
- Exact automotive operation: State whether the business involves mechanical service, body or fender repair, spray painting, vehicle sales or a combination. “Auto shop” alone is not specific enough.
- Bay count and vehicle flow: Include the proposed service bays, customer or reception areas and how vehicles will enter, wait, move through and leave the property.
- Major fixed equipment: List vehicle lifts, spray booths, compressors, tire equipment and other significant fixed equipment, with manufacturer information where available.
- Drainage and interceptor information: Identify existing floor drains, wash areas and any known oil, sand or grit interceptor or sewer information.

What is the difference between a Vehicle Service Shop and a Vehicle Repair Shop in Toronto?
Toronto defines them separately. A Vehicle Service Shop covers work such as mechanical, electrical, glass or upholstery service and parts/accessory installation, while excluding spray painting and body/fender repair. A Vehicle Repair Shop is broader and can include body/fender and spray-painting work. That difference can change the zoning and site review.
Is bodywork or spray painting treated the same as a mechanic shop?
No. Body/fender repair and spray painting fall within Toronto’s Vehicle Repair Shop definition rather than the lighter Vehicle Service Shop definition. Body/paint work can also add ventilation, fire and environmental requirements, so it should be declared before the property and equipment plan are reviewed.
Does taking over an existing auto shop make the approval process easier?
It can simplify one part of the licensing path. Toronto currently does not require a new business-licence zoning review when a new operator takes over a valid same-category licence, or one expired less than three years ago. Do I need a Public Garage licence for an auto repair shop in Toronto?
Toronto requires a Public Garage licence for applicable body shop/car repair, car wash, gas station, car dealership and public-garage operations. The licence is separate from any building permit required for construction or a change to the premises.
Does every auto repair shop need an oil interceptor?
Not as a blanket rule for every leased unit. Toronto requires an oil interceptor where the applicable vehicle repair/maintenance operation has sanitary discharge connected directly or indirectly to a sewer. The existing drainage, discharge path and proposed work should be checked before deciding whether a new or altered interceptor is needed.
Does a vehicle dealership need OMVIC registration as well as municipal approvals?
Yes, dealer activity has a separate provincial registration layer. Ontario motor vehicle dealers must be registered with OMVIC. That registration does not replace Toronto zoning, Public Garage licensing or building-permit requirements for the premises.
Can I store customer or dealership vehicles outside the building?
Only where the actual property and zoning conditions allow it. Toronto has specific rules for service-shop sites and for dealership outdoor vehicle display/storage, and required parking, loading, driveways or landscaping cannot simply be assumed available for inventory or customer storage.
What City fees should I budget for an auto repair shop permit in Toronto?
The municipal cost depends on which approvals and building-system changes the project needs. Toronto’s 2026 building-permit schedule lists interior alterations in Group C, E and F occupancies at $11.53 per square metre of affected work, subject to the City’s $214.79 minimum permit fee. Separate mechanical or plumbing permit charges can apply where the project includes items such as special ventilation, drainage or interceptors.
Zoning and licensing are separate. A formal Zoning Applicable Law Certificate for an alteration to a non-house building is currently $888.14 for proposed work up to 300 m² and $1,863.82 above 300 m², while Toronto’s Business Licence Zoning Review and Public Garage licensing have their own fees. These municipal charges are separate from survey, design, engineering, equipment and construction costs.
How long does Toronto review an auto repair shop building permit?
A qualifying small industrial interior alteration can be eligible for Toronto’s Express Services stream, where the City currently targets review within three business days after a complete application is taken in. Express eligibility is limited, including a maximum 300 m² area for Group F interior alterations and no change in use, patron area or active building-shell permit.
Projects outside Express Services follow the applicable building review stream. Toronto currently targets 15 business days for complete Small Building applications and 20 or 30 business days for complete Large or Complex Building applications. Zoning, ZAP, design, equipment coordination, licensing, outside approvals and applicant revisions are separate from those review targets.
