Toronto reviews applicable work through its non-residential interior-alteration building-permit framework. The required drawings and supporting information depend on the construction and code issues in the real project—not on a fixed tenant-fit-out checklist.
| Fit-out layer | Existing condition to verify | When the permit scope grows |
|---|
| Partitions, doors & rooms | Current layout, exits, corridors, room uses, fire separations and door locations. | Walls/doors move, rooms are enclosed, travel paths change, or construction/fire-separation details need to be documented. |
| Washrooms & plumbing | Existing fixtures, accessible route, plumbing locations and base-building connections. | Fixtures move or are added, washrooms change, or the new operation creates different plumbing/servicing requirements. |
| Ceiling & building systems | Ceiling layout, HVAC distribution, sprinklers/fire alarm, lighting and service zones. | New rooms/ceilings/equipment require affected systems to be relocated or re-coordinated by the responsible discipline. |
| Equipment & structural work | Floor/roof structure, existing openings, supports and available service capacity where relevant. | Heavy/fixed equipment, new openings, supports or other structural/material alterations are proposed. |
| Use, life safety & accessibility | Existing/proposed use information, occupant characteristics, exits and accessible features. | The alteration or business operation changes the code information the permit drawings must communicate—or the project crosses into a dedicated Change of Use review. |
This is also why not every fit-out needs architectural, structural, HVAC, plumbing, electrical and fire-protection work as one fixed bundle. The project-specific responsibilities should be identified from the delta.
Current Toronto Submission Requirements
Toronto’s current non-residential interior-alteration guide requires permit drawings to be prepared on standardized sheets, drawn to scale, fully dimensioned, signed and dated. The submission uses the current Application for a Permit to Construct or Demolish and, where applicable, designer information and professional-review forms.
The exact package still depends on the project. Existing and proposed floor plans, use information, life-safety details, reflected ceiling information, plumbing fixtures, construction details and affected consultant drawings should be included only where they are required by the actual fit-out scope.
