Start with the project, not a discipline label
A homeowner may arrive with a renovation idea. A commercial tenant may have a lease plan and equipment list. A contractor may already have architectural drawings but no mechanical or electrical information. All three can need permit documentation, but they do not need the same design package.
The useful first question is not “Do I need an architect, BCIN designer, engineer or MEP drawings?” It is: What are you changing, what information already exists, and which approvals apply to that change?
From there, the drawing scope can be separated into the disciplines that are actually required. A small project may only need a building drawing set. A restaurant or clinic fit-out can add mechanical, plumbing and electrical coordination. Structural changes can introduce separate professional engineering responsibility. Some projects also have zoning or electrical approval paths outside the municipal building-permit review.

A permit package can have several design layers
Not every project needs every discipline, but the drawings that do apply need to describe the same current project. A change in one system can affect the others.

Who can take responsibility for permit design?
A permit package can contain design work prepared under different qualification and professional-responsibility frameworks. The appropriate responsibility depends on the building, the design activity and the scope being provided.

Engineering Scope Depends on the Actual Change
A renovation, addition or commercial fit-out does not automatically tell you which engineering services are required. Structural changes, excavation, equipment loads, existing technical drawings or work already completed can each create a different professional engineering path.
Define the condition first, then route the project to Structural Engineering, Shoring Design, Engineering Review & P.Eng Stamp or Engineering Sign-Off & Site Review as appropriate.
Existing drawings can save time, but they are not automatically permit-ready
You do not need to redraw everything simply because the project is new to iPermit. Contractor sketches, old permit drawings, landlord plans and previous consultant drawings can all provide useful starting information.
The question is whether the information still matches the property and current project. Dimensions, existing conditions, equipment, structural assumptions or professional responsibility may need to be verified before an older document can be relied on.
If the file has already been reviewed, send the City or ESA comments together with the exact drawing set that received them. A comment letter without the reviewed drawings rarely provides enough context for a coordinated response.
The goal is to reuse reliable information and recreate only what the current project actually needs.
A coordinated drawing set does not mean every approval comes from the same place
One project can move through several review lanes. Keeping them separate helps avoid the assumption that one approval automatically satisfies another.
The goal is to know which lane owns which decision before drawings are finalized around the wrong assumption.
Zoning / property permissions
Zoning addresses what the property is permitted to support and can affect use, setbacks, height, density, parking and other site-specific standards. If the project is not yet confirmed against zoning, start with the Zoning Review path before investing too far into detailed design.
Municipal building-permit review
Toronto Building reviews the construction-permit application and the drawings, forms and supporting documents required for that project. The required drawing disciplines vary with the work.
ESA / electrical review
Electrical work can have a separate Electrical Safety Authority notification, inspection or plan-review path. That process is not automatically replaced by a City building permit.
Other project-specific approvals
Depending on the property and work, other approvals or consultant documents may also apply. The drawing package should be scoped with those dependencies in mind rather than assuming the building permit is the only gate.

What drawings do I need for a Toronto building permit?
The required drawings depend on the work. A project can require building or architectural plans, structural information, mechanical/HVAC/plumbing drawings, electrical drawings and other supporting documents. The useful starting point is the project scope and Toronto’s requirements for that type of work, not a universal drawing checklist.
Do I need a BCIN designer, architect or engineer?
It depends on the building and the design activity. Ontario uses different qualification categories for Building Code design, while architects and professional engineers have separate professional responsibilities. Some projects can be prepared by a properly qualified designer; others require architectural or engineering involvement. The responsible scope should be confirmed for the actual project.
Does every permit drawing set need a P.Eng stamp?
No. A professional engineer’s seal applies when engineering responsibility is required and to the engineering content the engineer is taking responsibility for. It is not a universal stamp required on every permit drawing set.
Can one person prepare every drawing discipline?
Sometimes one qualified provider can cover more than one scope, but you should not assume one credential authorizes every discipline. Building, structural, mechanical, plumbing and electrical responsibilities can require different qualifications or professionals. The package can still be coordinated as one project even when responsibility is divided.
What is the difference between building permit drawings and engineering drawings?
Building permit drawings describe the proposed construction and code-relevant information needed for the permit application. Engineering drawings or calculations address professional engineering content such as structural or other engineered systems when that scope is required. A permit package can include both, but they are not interchangeable terms.
Can my existing drawings or landlord plans be reused?
Often they are useful, but reuse depends on accuracy, current site conditions, project changes and professional responsibility. Old permit drawings, landlord plans, contractor sketches or previous consultant files may be reliable inputs without being sufficient as the final permit set.
Do mechanical and electrical drawings need to match the architectural plans?
