Sometimes — but the answer depends on what the drawings contain and whether the engineer can perform enough professional review to take responsibility for the engineering content.
An existing drawing can be a useful starting point. It is not automatically ready to be signed and sealed just because it looks complete or has already been used for pricing, construction planning or a permit submission.
Before a final engineering document is issued, the responsible professional may need to verify the design basis, check calculations, confirm loads, review related drawings, request missing information, mark up the existing set, require revisions or inspect relevant site conditions.
The result of the first review usually falls into one of four paths.

The overall design may be usable, but dimensions, member sizes, details, notes, coordination or code information need to be corrected before the professional can accept responsibility for the final engineering content.
A drawing may show what someone wants to build without demonstrating why the proposed design works. Where engineering analysis is missing, the next step is not simply a stamp — it is the engineering work needed to support the final design.
A site visit, photographs, measurements, previous permit records, field exposure or input from the original designer may be needed when the available documents do not reliably describe the existing condition or the basis for a new professional to assume responsibility is not clear.
When a licensed Ontario professional engineer signs and seals a drawing, plan, specification, or report, the seal identifies responsibility for the engineering work covered by that document.
That responsibility is limited to the stated scope. For example, a structural engineer may be responsible for a beam, connection, foundation, or framing design without taking responsibility for architectural, zoning, mechanical, or electrical work.
The sealed document should be reviewed together with its notes, assumptions, revisions, and defined scope. A seal does not automatically apply to the entire permit package or future revisions.
It also does not guarantee municipal approval, as Toronto Building or another authority still reviews the full application.
The exact technical work depends on the discipline and project, but a responsible review usually needs a dependable basis in several areas.
The reviewer needs to know what the document is for, where the project is located and which authority or project requirement is asking for the engineering review. A permit drawing, shop drawing, equipment-support detail and construction-stage letter are not the same assignment.
The engineer needs the actual current set. Old plans, superseded markups and a new contractor sketch mixed together can create uncertainty about what is being reviewed and what will eventually be built.
The engineer may need information about spans, materials, loads, equipment, reactions, occupancy, use, support conditions or other design assumptions. A drawing that shows geometry without its engineering basis may require additional analysis.
Where calculations are needed, they must support the final design being issued. Existing calculations may be reviewed when they are relevant and reliable; missing or incompatible calculations may need to be prepared again.
A technical design can be correct in isolation and still conflict with the project. Openings, equipment, ducts, columns, ceilings, foundations or architectural dimensions need to match the current coordinated set where those items affect the engineering scope.
When the design depends on an existing building or completed work, the reviewer may need photographs, measurements, record drawings, selective exposure or a site visit. The level of verification depends on what the engineer needs to know before accepting responsibility.
Do not treat every request for an “engineering stamp” the same way. The correct review path depends on what the document is, who prepared it and what professional responsibility is being requested.
A drawing prepared by a contractor, designer or another consultant can sometimes be reviewed as a starting point. The engineer still has to establish the design basis and perform the professional work required for the final scope. Some files need only focused revisions; others require significant recalculation or redesign.
A shop-drawing review may only be a review for general conformance with the design intent. That is different from the engineer taking responsibility for the underlying product or connection design. Whether a sealed engineering document is appropriate depends on the actual delegated design responsibility and the agreed scope — not simply on the fact that a fabricator wants a stamp before production.
If Toronto Building or another municipality has asked for engineering information, send the full submitted drawing set together with the comments. The comment letter by itself rarely shows enough context to determine what the examiner reviewed, which revision is current or what technical response is required.
Completed construction changes the assignment. The professional may need field review, exposure, measurements or other evidence before giving an opinion about existing work. If the requirement is a construction-stage engineering letter or sign-off after site review, that is a different service from reviewing a drawing set before construction.
Toronto has a Reliance on Professional Engineer’s Seal program for eligible house-stream projects. The program can apply to defined new-house and alteration work, accessory structures and certain other eligible engineering content.
When drawings or documents within that program bear a professional engineer’s seal, the designing engineer completes the City’s Assumption of Responsibility for Engineering Content (AREC) form to identify the content for which professional responsibility is being assumed.
Three points matter before treating AREC as a shortcut:
If the engineer is only responsible for part of the design, the form identifies that part. A structural seal does not automatically absorb responsibility for architectural, mechanical, zoning or other content outside the engineer’s assignment.
Toronto still requires the project to satisfy the zoning and applicable-law process that applies to the permit application. Professional engineering responsibility for technical content is not a substitute for those separate approvals.
Where the Ontario Building Code requires professional general review, Toronto may also require the appropriate Commitment to General Review documentation. That construction-stage responsibility should not be assumed to be included just because the design drawings are sealed.
Start with the file you already have. The useful first step is not choosing a stamp package. It is determining what the existing documents can support and which professional responsibility is actually required.

The stamp comes at the end of a defined review path. The exact technical work depends on the file, but the workflow should make responsibility and missing information visible before final issue.
Confirm what document is being requested, who is asking for it, the property or project location and whether the need relates to permit, fabrication, construction or another approval.
Collect the complete current drawing set, calculations, sketches, municipal comments and supporting records. Establish which revision is actually in use.
Identify the engineering discipline and the exact content the responsible professional is being asked to review. Separate that scope from work that belongs to other designers or authorities.
Complete the calculations, revisions, clarifications, coordination or site verification required before the engineer can make a professional decision about the final document.
Update the drawing, calculation or report to the version that reflects the accepted engineering scope and the information relied upon during the review.
Where the engineer accepts responsibility, the final engineering document is signed and sealed. If the assignment is connected to a permit file, the related municipal response or submission can then proceed within the agreed scope.
Engineering review should solve the right problem — not hide a different one. Four boundaries matter before a review-and-seal assignment is defined.
The municipality remains responsible for issuing or refusing the permit. A professional seal does not guarantee approval or eliminate zoning, applicable-law, administrative or other discipline requirements.
If the current drawing does not contain a defensible design, the required service may become engineering design and calculations rather than review of an existing design.
A sign-off, conformance or site-review letter usually depends on what was actually constructed and what the professional has been able to verify in the field. That is a different problem from reviewing drawings before they are issued or submitted.
A seal applies to the final document and scope reviewed by the professional. If the design changes later, the revised work may require another professional review before it can be relied upon.
Do not keep paying for review when the real requirement is a new design scope. An existing file sometimes reaches the point where professional review alone is no longer the useful service. When that happens, the project should move to the page that owns the new design work.
Use this path when the architectural or permit set itself needs to be created, rebuilt or coordinated before the engineering discipline can complete its work.
Use this path when the project needs a new mechanical design, calculations or coordinated permit drawings rather than review of an existing mechanical document.
Use this path when the issue is a new electrical layout, capacity/load question, electrical permit drawing or ESA-related design path rather than an existing-document review.
Send the full current file, even if it is not organized yet. You do not need to determine whether the project requires drawing revisions, calculations, field verification or another engineering scope before contacting iPermit. The initial review is intended to establish that.
Start with the project address and municipality, the exact request you have received, and the most current drawing set available. If a municipality, contractor, fabricator, landlord, designer or other party has requested an engineering review, letter or sealed document, include their written request or comments where possible.
Also send any information that helps explain how the design has developed, including previous revisions or markups, existing calculations, equipment data, loads, specifications or other technical information. For existing buildings or completed work, photos, measurements and available site records can help determine whether field verification may be required.
If the project is already under municipal review, include the submitted drawing set, application information and complete City comments rather than sending individual comments without context.
Finally, tell us what the engineering review is currently blocking, such as a permit submission, response to municipal comments, fabrication, construction or another project decision. This helps define the appropriate scope before responsibility is assigned to a final engineering document.
