Toronto lists a detached garage as an accessory structure and requires a Building Permit when the structure is larger than 10 m². Attachment to another building or the addition of plumbing can also change the permit requirement regardless of size.

For a garage, the permit decision is only the first step. The City reviews how the garage sits on the lot, how vehicles reach it, how required parking is arranged, how the slab/foundation and building are constructed, and whether the proposal complies with the zoning that applies to the property.

Toronto’s garage guide specifically asks for the dimensions and locations of required parking spaces and the driveway serving them.

Setbacks are also property-specific. Toronto’s zoning contains garage rules for side yards, rear yards, lanes, corner lots and street-facing vehicle entrances, plus many site-specific Chapter 900 exceptions. A setback number copied from another property is therefore not a reliable design rule.

The useful sequence is to confirm the lot, access and zoning first; then finalize the garage width, door position, height and structural layout around a site plan that can actually work.

A Replacement Garage Needs a Fresh Site and Foundation Review

An existing garage can be useful evidence, but it does not automatically prove that a new garage can be rebuilt in the same location and form. Older structures may predate current zoning, have incomplete permit records or sit on construction that was never designed for the proposed replacement.

Before relying on the old footprint, the review should compare the current survey, existing garage dimensions and proposed replacement with the zoning and site conditions that apply now. If the project changes the width, height, door orientation, parking arrangement or access, those changes need to be reflected in the new permit design.

The same caution applies to an old slab or foundation. Reuse should not be assumed from appearance alone. The existing construction may need to be verified for dimensions, condition, reinforcement, frost protection and suitability for the new structure before it is shown as part of the permanent design.

If demolition or removal approvals are required for the existing structure, they should be confirmed with the municipality as part of the replacement strategy rather than discovered after the new garage drawings are complete.

What Toronto Currently Requires for a Detached Garage Permit

Toronto’s current Garages and Carports application guide requires standardized drawings that are drawn to scale, fully dimensioned, signed and dated.

For a detached garage, the City asks for a survey-referenced site plan showing property lines, easements or rights-of-way, existing/proposed buildings, setbacks, zoning statistics and grade information. The garage information on that plan also includes the distance to other buildings, required parking spaces and the driveway used to access them.

The building documentation includes floor plans, elevations, sections and construction details, including concrete floor-slab information such as proposed concrete strength and reinforcement. Toronto also asks for wall, floor and roof assembly information and guard connection details where guards are part of the design.

Where the submitted drawings or documents bear a professional engineer’s seal, the responsible P.Eng. must identify the engineering content for which they assume responsibility. That does not make professional engineering a blanket requirement for every detached garage.

Toronto’s current garage application also includes the applicable permit and designer forms, a Tree Declaration where construction may affect private or City trees, and an Overhead Electrical Conductors Declaration for the new building. Detached garage applications are now submitted through Toronto Building’s online Application Intake service.

Eligible detached garages can use Toronto’s Express Services stream, with a current target of three business days for examiner review after complete intake. Projects with an active new-house or addition permit, or those requiring Heritage approval or a variance, do not qualify for the standard Express route.

Toronto directs attached garages and carports through the Small Residential Additions path rather than the detached-garage online route. If the garage physically connects to the house, the project should be reviewed as part of the addition/building-envelope scope.

Garage setbacks, lane relationships, lot coverage, height and site-specific zoning exceptions can constrain the footprint. If the preferred design does not comply, the project may need redesign or a minor variance.

If the structure does not contain vehicle parking and is primarily storage, a gazebo, cabana, pool house or similar backyard building, it belongs under the broader accessory-structure service rather than the garage page.

A garage that is being converted or designed as independent residential accommodation is not a standard parking/accessory-building project. A self-contained backyard dwelling should be reviewed under the Garden Suite service and its zoning, servicing and life-safety requirements.
